WIPO Copyright Treaty — international Telegram protection

For rights owners outside the United States, the WIPO Copyright Treaty (WCT) provides equivalent enforcement mechanisms. PiracyBlock applies WCT standards to trace watermarks, file metadata, and uploader identities on Telegram networks.

The WIPO Copyright Treaty entered into force in 2002 and has been ratified by over 100 countries. It establishes two key protections directly relevant to Telegram piracy enforcement:

Article 11 — Technological Protection Measures (TPMs): Contracting parties must provide legal remedies against the circumvention of DRM systems and access controls applied to copyrighted works. When piracy involves bypassing course platform login restrictions to extract and re-distribute content on Telegram, this article applies.

Article 12 — Rights Management Information (RMI): Parties must protect against the removal or alteration of electronic RMI — including watermarks, author identifiers, and usage metadata embedded in course videos and documents. When uploaders strip watermarks before posting to Telegram, Article 12 violations are triggered.

How we apply this

WCT standards give us a framework to trace course content on Telegram through surviving watermark fragments, metadata patterns, and digital signature analysis. This is particularly useful when the same content shows up across multiple channels — we can link uploads back to a single source through RMI consistency.

Jurisdiction and Telegram's obligations

Telegram is incorporated in the UAE and operates under Dubai International Financial Centre law, which aligns with WCT provisions. Additionally, Telegram's service reaches users across all WCT member states, creating multilateral enforcement leverage.

A properly structured WCT-based notice — alongside a DMCA §512 filing for US-origin content — gives us maximum enforcement surface against any given infringing channel, regardless of where the uploader is located.
